This decision is a bridge between conforming to the new industry standard and keeping players happy. If you play novice, you have to cap it at 10bps or under. Open players can enjoy a faster rof and a little more challenge due to the higher rof. Also, Open players can just cap it at 10.5bps to keep consistency with PSP or CFOA if they want.
