Planet did sell the Geo+ at a lower price then the Geo *was originally priced*. However, at that point, the price of the stock Geo had lowered at most of the big online retailers. Rather than pricing the Geo+ back up to $1250, Planet priced it a little higher than the stock Geo was selling at that time.
That means that if there were shops that were still selling the Geo at full prices, the Geo+ would have been cheaper, and might therefore be considered deficient in some way, in order to explain why it was cheaper. The only 'downside' to the Geo+ was the limited colour selection.

No, the Geo+ uses the same frame - and hence the same trigger - as the Geo. The frame and trigger first changed with the SL91, which was carried over to the Geo2.
The Geo+ is for all intents and purposes a late model Geo (so the G-R2 update is already installed) with the Soft Touch kit pre-installed. Most also had the thumb screw adjuster for the feed neck. Some came with differently milled reg end caps, but that was probably a matter of running out of the normal ones, and using the end caps they had available (from the Ego10). Other than those changes, it's a Geo.
