If you have a stock board, when you first turn it on eyes are enabled. Pressing it once disables the eyes. Then pressing it again re-enables the eyes, and so on and so forth. Most boards really only have eyes on and eyes off options when you're actually playing, all the other setting are done in programming mode or, in this case, using the switches on the Nerve board.
