Yes they do but as long as the new owners are serious and have the money, etc to run the team, there is no reason for refusal.

The price depends on a number of factors.

In this case its by highest bid and only qualified bidders receive updates. Qualified bidder means someone who has both the ability and financial backing to run the team so as to be approved by the CXBL as the new owner.
