That C-clip coming loose CAN be a pain to maintain, but I doubt that its the cause of your gun not recocking.
That spring just helps the cocking rod to retract back into the gun body.

The first thing you want to check, concerning the gun not recocking, is the guns internal lubrication.
The oil used should be a synthetic oil, or grease, namely Dow 33.
The hammer O-ring is the most important item to be lubed.
Anything other than synthetic oil will cause the O-rings to swell, causing major drag.
Second...what is the guns operating pressure according to the gauge?
It should read somewhere between 350-500 psi for starters.
Pressures too low, or too high, can cause recocking problems.
Check these 2 areas, and see if one of them may be the cause for your problem.
