You have to realize though when the dm4 first came out the early halo b's just came out as well and they would feed a consistant 17-18 if you were lucky..
so 23-24 was still mind boggling.

Take that ****ing ***** and spread it!
Get the stupid sheath off the front of the barrel, it always looked like Dye pissed on their blueprints. Also, I am quite certain that 50-70% of the bulk can be removed without subjecting the gun to structural failure. You know the internals are just a straight cylinder, so use that to your advantage. Also, the solenoid is placed on one side of the body; you could mill the vents out of boths sides and perhaps accentuate this lack of internals on the right side (I believe right side, anyways). And mill out the LPR so you can access it more easily; the LPR cap isn't even necessary, BTW.

the lpr cap area is necessary to hold the frame on. I removed the barrel sheath thing off. And I'm milling more around the feedneck too, I just have to smooth it out some more.

Get rid of the part that looks like a giant capital E
It's in the middle of the body in the lower half, where the black and blue meet.
I always hated the DM4's milling because of that small section...it interrupts the flow of the lines of the rest of the milling.

i think everything around the feedneck area needs to come off(the stupid fins, and about the half inch of metal above the feedneck threads).

Mostly because the differences in design between the DM4 and DM7 prevent that weight from being achievable. But, the DM4 CAN be lightened significantly, as proven by A+ and Elia custom milling.

Well, while the weight will be similar to a DM6, the DM4 is still a longer platform overall, which is something you can't really change. If you were to cut down a DM5, you may be able to get it much closer (or less than) a DM6, since the DM5 has a shorter length overall. A lot of people don't realize that the weight changes in the DM line so far haven't just been "new milling" like many have complained about in the past. They usually improve the overall design in a way that can't be had in older models.
