Aerotech is the best you can buy, but there is a competion every year in like utah or something that the FAA certifies and these guys shoot rockets 1000s of feet in to the air. I have seen vids of it on you tube.

actually I think they did something with alcohol later on, but it's been a while since I saw that movie so I could be wrong.

EDIT - to turnerdye: I was thinking and I'm pretty sure you would be OK legally using a CO2 bottle as long as you put the metal bottle inside of a cardboard/paper body seeing as how the odds of someone finding out are so small. After all, I'm not sure but I'd be willing to bet that making your own rocket fuel is probably illegal in the first place.

You will never get off the ground without some calculations and tests. First you need to figure out the burn rate and thrust. Then you need to figure out how much you need to get it up there and no more. I wouldnt recomend doing something as intense as you are doing without a good knowledge of chem and physics.
