Some regulators need a few hundred cycles to break in before they regulate to a finer degree.
This can be done with dry firing as well as paint.
Stock barrel? Perhaps pointed down so the paint started to roll forward? If so then barrel kit or try it again pointed a few degrees up to see if that cures the troubles.
