Depends on how you look at it. Is suffering cruel? Yeah. Is God cruel for letting it happen? No. Most, if not all, of our suffering brought on by our selfs or others?

Think of God as a parent and us as childern. A parent can tell there child whats right and whats wrong but in the end its up to the child to make their own choice and reep the benifits or consequences.

Evil would be God himself causing the suffering.
