I was also debating on superglueing a soft rubber pad to the entire front of the bolt and cutting holes for the venturis.
1. Yes the Boards have a protective coating to help prevent shorts that can potentially damage the board.
2. Placing a Pad is NOT a good idea. The Bolt already sits flush in the breech and adding a pad will only serve as a blockage that will prevent balls from dropping into the firing position. If you were to do that you'd first have to take down the face of the bolt to compensate for the depth of the pad you'd be using.
