It'll be cheaper just to purchase a nice cocker rather than build it yourself. Plus you'll be much better off if you get a cocker first... learn how to work on it, or borrow a friends. See how you like it. Then when you feel comfortable with your cocker and how it works and how to keep it in good condition / well working order, THEN go for a custom built by yourself cocker.
