this has me confused and flustered...

ok...when i wash the car i have a little issue with the fog lights...the switch on the inside of the car will turn on without the lights being on themselves or the lights will be on while the switch is saying they are not on

the wiring, relay and the fuse are not in any way near water nor is the switch able to get wet...its underneath the dash inside the car...everything was routed to stay away from water and not get wet, its all zip tied nicely to the bumper suppoer and the grounds are done great...the lights work perfect otherwise until i wash the damn thing

wtf?

Pull all the wireing and wrap it in heat shrink and/or electrical tape. Make sure any connectors are water tight.
