Yes it is used to move oil rigs. And pretty much anything else. It spends alot of time in sandy, soft ground conditions, hence why they have the self tire inflating deal going on. Lower air pressure makes for a bigger foot print which in return equals more traction.
The guy in the picture dosen't own that rig, he just works for the company that does.
I dunno what's up w/ this whole compensating thing. Because we drive big trucks were not well endowed? lol
