Yes, if your thread was closed/deleted its because it fits in one of the new stickies or offical threads, check the "Ultimate Sticky" for useful links. I was recently assigned to the PC forums and I'm working (slowly but surely) to clean them up.
I'm open to suggestions via PM, not this thread because we are way offtopic already.

For the desaturization question... the desaturation part is easy if you can separate the part you want colored into another layer. One way to do this is the lasso but it may not work well depending on the picture. You could also use paths to create a selection which is how I would do it... or you could duplicate the layer and make a layer mask on one of them. It really depends on the picture which approach is best so for now that the best help I can give.

I'm having trouble downloading brushes. I download them and extract the ones that are in a zipped folder(some of them are just the file) into the brushes folder but then when I restart photoshop, they aren't there. Can anyone help me out?

The files that you extract needed to be imported into the program. So, what you do it go to
Edit < preset manager < brushes < load
Click the file you extracted and you should see them in there. Hope that helps.

Select the stuff in front of the car, and copy and paste it into a new layer. Then select your car, with no background, and paste it into a layer under the other layer with the foreground. And then make all the small rotating and sizing adjustments, and maybe some lighting effects.

This is a rusty job but you get to see it. I use paintshop pro 9 so I cant explain it perfectly to you. First you use the magic want tool and make sure that your tolerance (that you can adjust) is at the right one and select the whole car, then you invert that selection and then you use the background eraser(under the normal eraser) and then you make the background transparent. Then you can move the car anywhere you want. The transparent background should look like this.
