reg problem...kinda

Hi all, I just recently bought a defiant 2 and overall is shoots great. But I have been having a little problem with the hpr, when I'm shooting ramped and have it capped at 15 it shoots fine and keeps up with no problem. But when I turn the cap off to make it go 20 the gun is starved for air. I've seen people dry firing them at 20 so I know they can do it. I'm just curious to know why the reg is doing this, but if I can't fix it then 15 is good enough since that's the maxium I'm allowed to shoot anyway. Any suggestions would be helpful.

most the other people have the VP delrin pistons. I am buying my new reg soon to stop this problem

As far as I can tell my lpr is set where it needs to be, as far as my dwell is concerned can you like give a hint of what it's supposed to be set as. Thanks for the suggestions however.
