Council = Senate

Council/Senate can elect someone to be a dictator for a short term (6 - 12 months) in time of war. If war lasts longer than 12 months, people vote if new dictator is needed.

Well My Country would follow all of the American systems in place now with my Presidential changes as follows:

My 15 main points of my Presidency
1. Flat Tax for everyone, one percentage everyone pays on their income
2. Improve Veteran affairs, make it easier for Vets to actually partake in their benefits and turn all hospitals into veteran hospitals. Plus add free education and encourage that free education for all members of the armed forces, basically improving the systems already available on the bases to educate themselves while serving their country.
3. Legalize all drugs, make them government regulated and taxed, all taxes collected are then split between Education and Health Care. For Education, the money would go towards a national standard at higher level than currently expected and to improve teacher wages. Health Care would be used to supplement insurance and to supplement the amount owed by the non-insured.
4. Create a national lottery, and then use the lottery gains to improve elderly health care and assisted living expenses so I could do away with Social Security and Medicare as a tax.
5. Create a new tax deduction for improvements on homes and car ownership that are more ecologically friendly. Same for Industry.
6. Workfare system to replace assisted living for non working people.
7. Remove non violent criminals from prisons and have them start cleaning polluted areas, violent criminals get to stay for #8
8. Enact and Accelerate the capital punishment system to include castration for rapists and molesters and a 3 court appearance system (more to keep bleeding hearts at bay.) where if 3 juries find you guilty, you are gone.
9. Systematically remove all of our current foreign aid systems and evaluate them until all are approved by a special team of foreign affairs specialists to be deemed necessary.
10. Create a tax incentive to a family which stays together and one parent stays home to care for children, this will reduce crime.
11. Make it abundantly clear the my Presidential Office does not support censorship in any form by trying to get a new bill passed that if a town votes it so, they can keep whatever religious symbol they wish, and that cable TV is allowed to portray whatever they wish just like satellite radio and subscription periodical but open airwaves stations like Network TV and open airways radio must adhere to current FCC standards. Furthermore, push through a bill which states that a persons words unless defamatory to character are not a form of assault.
12. Repair our Judicial system to include a one for one law suit system where if the suit is cast the same risk is assessed for the person/organization suing as the person/organization sued; if you sue for 1 million dollars you are instant counter sued for the same price, this will clear up the courts. Plus end the life time Supreme Court seat and make it a max of 3, 4 year terms.
13. Try to get Congress to pass my new bill. The bill would be to repair the voting system by doing away with Electoral College and creating a Social Security Number based voting system. Then with the access to internet and cable and satellite television make all laws able to be voted on by any of the people of the country. The House of Representatives would then see what their voting public wants.
14. Try to do away with the Party system and instead institute a personal system, where each candidate represents himself, and combine primaries into one large primary of all candidates where one the four top choices are available for the Presidential Elections and Campaigns this gives the people the power of choice.
15. Use 40% of the fuel taxes to improve public transportation to a new standard to cut down on people using personal vehicles and 40% for roadway improvements and 20% to fund new ecologically friendly vehicle improvements.

With the lack of a Social Security tax and Medicare tax, and by lowering the income tax and making it a flat rate the economy will improve because people will have more money to spend on themselves. Plus by enabling the education and services of criminals and the improvements of the ecologically friendly energy we will see a cleaner Country.
