solomid and mobafire are probably the best websites for building. There's a lot of variable in what to do and when, mostly based on comps. One thing that is extremely overlooked in lower divisions of playing is seeing when and where to go tanky and nobody wants the job. General rules of thumb: if you lose top lane, go defensive unless you're like jace and wave clear from a mile away. Your boots for the top lane/jungler should be dependent on their comp. heavy cc go for the mresist, same if you're a diver and they have a little. If you want to crush a lane the tabi boots vs someone like a jax can shut them down. Things like hex drinker and the new Zhonyas piece will probably prevent you from dying. Other general rules: wards every back, even late game, remember about team fight items, chances are no matter how fed the other team is, of they went all damage and you have a randium, aegis, and locket, you'll probably win team fight. No tanks to engage, you'll probably not win it.
Also note not even the ap or adc have to go full damage. There's been games with let's say a fed rumble and kha6 and lee and there would be no point in having another super squishy but high damage threat, so even getting a mallet would help. I don't see many people do this regularly but sometimes you do have to suck up your ego. And the mallet can work as your defensive item.
Also in team fights, SF cape>warmogs normally, gives you close to the same health with some armor (generally the biggest threat to the front lines) and very little damage but still some. As an adc, you can also get the shiv to hit a damage break earlier. No it's not as good, but if you're stuck at a zeal/ie with the enemy having the pd/ie, taking a shiv would actually save the team fight potentially since you were at about the damage that fight versus being a good bit behind.
