Stuff like that has been general advice forever. Hardware stores are far cheaper than rebuild kits, spring kits, and "special" tools. They just require a little more intelligence, and people skills.

That's the dumbest thing I've ever heard. What if the officer doesn't have a watch? And even if you DO get it off of him, what are you going to do, run? You'll look like a ******* running with your arms pinned behind your back, and it won't be too hard to catch up to you.
