And how does PbNation regulate that and prevent scams? Such as, items never being given away? Or fixed drawings? I'd say it's a way to tarnish PbNation's name.

Sounds like a recipe for disaster. Too many issues for too little benefits. The last thing the moderators need is more work.

Seeing as contests and giveaways are a usually a form of advertisement, this could be a possible source of revenue for PbN. Have a rate for posting a giveaway/raffle/contest thread, possibly internalize ticket purchases/drawings for such threads, use the Facebook connectivity similar to badge award system for entry into other threads, etc.
I don't see the possibility for the common user to host a giveaway without a 3rd party system. Perhaps create a user type of trusted users ('Contest Curators' or something) who are willing to volunteer their time for some contest tracking to determine the winner and some post office trips to send the prize. Shipping would certainly be either from raffle proceeds or from the promoter.

I don't see this happening but it would be fun to have around

I wish I could believe people are completely honest but we see every day they are not. I have to agree with the mod on this one.
