What exactly does it mean when a network is blown?
Every time I've heard someone talk about a "blown" router or modem it's been a dead one, which would probably mean connecting to the interbutts at all would be concern #1

He wired everything poorly, using connectors and wires not fit for the loads they would have to endure, etc. In the room I'm in now, we have a super large router that should be pushing ~100+ megabits per second I'm told. I think we're only getting, like 20 of that. Not even? Bad wiring and server locations are boning everything. The teacher can't even push videos straight to our computers without large amounts of lag.

Connectors of network cables are plastic and don't have any effect on the quality of the transmission. The wires in cat5/6 cables are all very, very thin. The gauge of the wires is almost never the bottleneck in a system. A router does not generally have a speed limit strictly in mB/s. Streaming high quality video can heavily tax a network, especially if you're distributing it to 20 other computers.
I'm not sure at all what makes you think physical server location has an effect on your network speeds. |

That's because "bypassing the administrator" makes about as much sense in this context as "lacing your ip with a virus." If your staff is decent, there will be IPS, application firewall rules, straight up web content filtering, limited or nonexistent http/https access to network gear from outside a specific subdomain/vlan, and of course, my best friend in the whole world... say it with me.... group policy objects.

The wiring is fine if you're getting 20 mbps. LAN connectivity may well be 100/1000 mbps, but WAN connectivity (on the client end, anyway) probably isn't that high. The server locations are completely irrelevant.

I work for a pretty large highschool in the South East doing all of their IT work. It would be in your best interest to NOT get around the admin rights as it would possibly get your suspended or expelled.
