regulator hydro?

I just bought a 70/45 dye throttle with no regulator. The hydro date is 4.09, would I need to re hydro due after I get a new regulator?

The hydro has nothing to do with the regulator ... just the tank itself.

idk the seller told me it needs rehydro, unless im reading the date wrong its 09 C 04

The hydro static test checks the expansion and contraction of the tank cylinder when pressurized through water displacement, not the regulator as it's been mentioned.
The regulator is removed for this test and they can be used indefinitely until they come to a point they break or can't be repaired.
You can actually send it to a place like Ninja or Crossfire where they offer hydro test services and can install one of their regulators onto the cylinder for you. Or you can simply purchase another brands regulator and ship it with the cylinder and have them install it for you through professional means.
