de-interlacing footage and then trying to use warp stabilizer in premiere will cause that shake.. that shake happens for what ever reason in final cut and imovie when you try to smooth cam footage that has been slowed down or sped up.
idk if that's the problem, but that would be my guess as to why there's that really irritating shake.
edit: get a tripod and fluid head! I'm sure your funding can afford a basic one.
