Why all the ammo?
I don't know about you, but when government starts to stockpile ammunition - nearly a billion rounds between a variety of federal agencies agencies (including Social Security and the Weather Service) - three bullets for every man woman and child in America - seems to prove the notion that government is scared crapless about some big and evil coming to a country near you around year-end since that's the "emergency" due date being used on some solicitations including the one for Capitol Police. (600,000 rounds on an emergency basis before year end.) I wonder what they are not telling us.

Perhaps they just shoot a whole lot keeping the tens of thousands of gun carrying officers proficient with the firearms they're responsible to know how to use.
Perhaps it's just cheaper in bulk and they're being a jobs creator.

I was surprised that it was all various kinds of pistol munitions. It would be easier to believe it was some kind of coordinated secret if it was 5.56 or something.

They do an IDIQ contract and of course brain dead journalists find out the max supply numbers and just start spewing bull ****. They're not stockpiling, they're simply renewing or making new contracts to keep up with increased employee numbers and estimated training use. This isn't some conspiracy to make sure they have enough ammo to kill all U.S. citizens.
tl;dr - you're silly, go away.
Also, the NOAA has its own office of law enforcement which are tasked to go after poachers, illegal hunting, etc - ie field agents who have to carry guns.

There are also things on the FBO site regarding purchase of 5.56 NATO and 223 Remington munitions. It's nothing abnormal.
If everyone who was a fan of Drudge Report and Infowars was put in gas chambers and killed, the world would be a better place.

NOAA has a Fisheries Office of Law Enforcement , which consists of armed officers. Most governments agencies have law enforcement branches that utilize armed officers. Stop being an idiot.

There's times when agencies you wouldn't believe could use a firearm or two on their hip. My parents worked for the USDA in Rural Development. Without getting into specifics too much, body armor was once involved for one of them.

My personal opinion is that they are buying way to much to explain it away as "normal" A quick comparison with past purchases will show you that.

SSA - 174,000 .357 Sig
NOAA - 46,000
NOAA Fisheries Office of Law Enforcement Officers - 63 people
So that's 46k rounds for 63 people which amounts to about 730 rnds per person. That's not much ammo at all. They'll have to use that ammo for their duty carry, all qualifications, and practice sessions. I can easily burn up 500 rnds just in an evening of shooting with one of my pistols. It ain't ****.
The SSA OIG LEO numbers are not known by me. I can only imagine that being they are a much larger organization, it's obviously also a proper amount for quals, practice, and duty use.

When I first saw this story a bit back it was followed by a bunch of comments from people stating that the government is preparing for a full on assault on the general public. I am glad to see more level headed people in here. As for the quantity, for my local police academy the initial firearms training requires 1500 rounds per person. The more practice you need the more you use but no one normally shoots under 1200 anyway. Now Border Patrol is actually out at the shooting range I am going to safely say about 3-4 times a week with several agents shooting for 2-3 hours. That particular range has about 7-8 20 gallon drums would be my estimate full of brass. Plus they clean that all out normally so I don't see the big deal in ordering a bunch of ammo, cause they go through a bunch of ammo. That is only one agency in one city. I wouldn't doubt at all if it was similar all over the country with pretty much all federal agencies.

I have no problem as to why all the agencies use ammo etc. What I'm curious about - why the sudden drastic percentage increase in overall volume from previous years. Has anyone seen or heard a logical explanation (conspiracy theories aside)?

More laws to enforce, more enforcement bodies are required. That and there's this little agency called the DHS that was formed a few years back. They need a lot of ammo.

Have you demonstrated this to actually be true? You've cited raw numbers of ammunition purchased by the government, but you haven't provided any evidence that these ammunition purchases are "sudden drastic percentage increase in overall volume from previous years."
