very low velocity NEED HELP

I have a completely stock m98c.....today for the first time in like 2 months of use i hooked up a 68/3000 crossfire stubby to it, and the velocity was really low.....i turned the velocity screw all the way in on the side but it wouldn't ever get a higher fps

in is lower FPS out is higher FPS also check to make sure your tank reg is set to 800 psi or higher, and is it full of air

the tank was a fresh fill.

i thought the pin was being pushed to far in also.....so i backed the on/off out and was still shooting low

i checked the detent..its in the right way

i think that ang.1 might be on to something, thats the only thing i can think of...i need to check to see if its hp or lp......

Ok this might sound so simply thats its even stupid to ask, cause I really know hardly anything about comp air on a tippmann, but the velocity adjustment on the side, that you have to use an allen wrench to adjust, is it turned up?
