Ok, I had gotten these a while ago now (7-8 years) never really wore them. Thinking of wearing them more cause they are different and very light, no padding what so ever.
But what are they? Where did they come from? lol

Rare? Probably.
Value? Not a lot. There may not be many Nexed pants circulating the bst's/ebays/craigslists, but they aren't in high demand, either. Good condition, probably $30 max. If anyone wanted pants with no padding, they could pick up a new pair of Exalt Throwbacks for $60.
