Doesn't Colorado law protect people injured when the offending party doesn't have insurance? And for their car, don't they have collision insurance?

no. we have a new insurance law that was put in place last year.

whoever is the one who caused the wreck is made to pay for all the injuries, damages, etc.

It's not like before when if you got in a wreck you're own insurance company would pay just for your stuff, and not the others.

when the new law came in place it took over that shield law.

as the guy has no insurance and was driving illegaly, there is nothing they can do.

*UPDATE*

I just spoke with cory and this is very frustrating.

Apparently we only raised $30 bucks, hopefully so far, but that still is sickening....
