I don't think Congress should be solely made up of engineers and physicists, just more than 2 in 500+ people. As NdT said, where's the rest of life represented in Congress? Also where's the false dichotomy of you're either a social butterfly and dumb as a rock or a savant coming from?

I've met housewives who "get it" more than most people we have in congress. It's that common sense thing that most PhD's fail to grasp. I personally know a nuclear engineer up in Knoxville, who was even brought in as a consultant during the Japan fiasco, however the man barely has the common sense to order dinner correctly. This isn't to say there aren't people who are both, but the medium personality we're discussing seems to be a rarity within politics.

I think it would be more adventurous for the scientific community to collectively lobby government officials.

They do, constantly, but it's hard to find something worthy of money if you don't understand the words in front of you. Hence the NSF.
