Because a lot of the military testing was believed to have been faked because they didn't want to shell out the money.
(I have no idea if that is true, just telling you what I do know.)

I can understand why they would do that.....but I also can't at the same time. If they just came out and said: "This thing is astronomically expensive and we simply cannot afford it for every soldier." then it wouldnt be that much of an issue.
Sure people would complain and say "IT'S OUR TROOPS LIVES YOU'RE PUTTING IN JEOPARDY!" But what about the countless other resources the military could spend money on that would make troops 10x's safer but they don't because they say they can't spend the money on it for the regular soldier. Might as well just issue it to troops who need it: I.E. Special Operations forces seeing as they always get the cool **** that the military can't afford to issue to everyone else.

again, there is no point postulating over a supposed coverup, the armor is not sat
if you want to weat stuff that is bulkier, heavier, and not rated to stop rounds in any kind of hott weather, well, darwin wins again
