My quest came with a 007 barrel, and the bore size on it is .696. This seems pretty big, is it to big?

it is pretty big.
it is bigger than most would recommend these days.
Old school of thought was that over bores were preferable.
is it "too" big? It will work fine but it will not be optimal. It will still shoot straight but will not be as efficient as a well matched barrel. When I say matched I'm talking about paint to barrel.

I'd say that it is too big; If you're on a budget, get a .684" bored barrel and call it a day. Ideally, if you can spend more, get a barrel kit and size your barrel to a slight underbore.

or take that .696 back and send it to someone to get bored to accept inserts.

Getting it bored is the perfect idea, I did that with my .696 Angel A1 Fly back. PM super stanchy, he does excellent bore work.
