driver just comes to deliver an RV, supposed to have 1/4 tank so we can run the gen and check everything, its bone empty, and he refuses to put fuel in becasue he wont make any money, and reaks of whiskey

I refuse to sign paperwork, dispatch for delivery company calls me and asks why, explain the fuel situation and never mentioned fuel, the dispatcher asks me if he smells of whiskey so i said"now that you mentioned it" So they asked me to look to see if it looks like he hass been sleeping in it, because they are not supposed to,and he is 2 days late, beds a mess, toilets full of piss and skid marks, and there is a makers mark bottle in the sink, take pictures, sent to dispatcher, dispatcher called police they showed up, did sobriety test, and driver failed, drivers hauled off, adn I still didnt get my fuel in it to test everything..... glad the days about over cause i reached my level of crazyness
