It's hard to even say he's situational now, even though he counters Irelia and Olaf (being probably the 2 biggest uses for him) Olaf can farm fairly easily with axes and Irelia will just bounce back late game.

It's not always counter pick the lane as it is also for team comps. Even if the lane goes even, someone more mobile and are more efficient in team fights and map pressence (such as jax, Shen, malph, singed etc)
I don't think Elise is really OP though. She's probably the best laning and zoning, but she isnt as suberb in team fights as jayce and rengar can be. So eventually her toplane opponent will bounce back and out scale her later on.
This is just how ive seen people play her at my elo, and wingsofdeath whose been playing her a lot has the same general idea. I think he said the biggest problem was getting enough time for your combos and being tanky enough to take the damage while still having enough damage to burst.
