I am 98% sure this guy is trying to scam me and/or USPS

Here's the deal. This guy, kreative123, brand new user, no feedback, bought a Dye NT off me a couple of days ago. Payed fast Paypal no sweat. I ship him the gun USPS flat rate insured for $1000 (slightly less than he paid for it but I assured him that if anything happens, I'll cover the difference). He got the gun today and is claiming that he got the NT's case, tools, spare parts, etc. but no gun or barrel.
I'm not a fool, I did not ship a gun case with no gun in it. Either the gun was stolen and there is a valid insurance claim, or he's trying to pull one over on me.
I have all the USPS paperwork and every PM we exchanged if that helps any body out but I could use some advice on this subject. I mean, I can't prove I sent a box with a gun in it, and he can't prove that he didn't get an empty box.
Maybe "98%" is a bit high. It's perfectly possible that the gun was stolen but:
A) This has NEVER happened before
B) He requested insurance specifically
C) He's brand new, no feedback.
D) I'm just generally suspicious.
Tell him you'll be happy to file insurance and get the police/postal inspectors to come interview him regarding the theft and then start on the paperwork.
This may sound weird, but it's what I do. Before shipping an item I make a vid to show that it works, showing it being packaged, and also showing it being shipped. So, I have one continuous, uncut vid from the time it was working and packaged, to the time it left my hands for good.
When I receive an item, I take continuous video from the time the mail lady hands me the package (she really loves being video taped ), to the time I test the item. This way nobody can say I opened it and broke it
He's being really straight forward about everything and I don't think there's anything shifty going on. Looks like a genuine USPS problem. We'll get it sorted and if any other issues arise I'll come back and ask ya'lls.
