Feedback Fraud is a very serious issue and is not treated lightly, You still Violated PBNation Feedback Rules by saying "Fast Shipping" on a deal where no shipping took place.
You admit to not shipping right here:

Now, lets take a look at the Feedback rules you Quoted.

If you meet locally to exchange items you need to state this in the feedback. You may NOT say "fast shipping" in such circumstances or anything similar. If the person is known to you in any way (on your team, friend from school, relative or even someone you met once or casually know), you must say this also. (See rule # 7 for more.) You may not post any feedback that may be misleading. Violating any of these rules is feedback fraud which results in an immediate and permanent ban.

In
italics are the three focus points here.
--------------
1-
"If you meet locally to exchange items you need to state this in the feedback."
- Nothing about meeting in Public at all.
2-
You may NOT say "fast shipping" in such circumstances or anything similar.
- Both Feedback say "Fast Shipping" or something of the sort
3-
If the person is known to you in any way (on your team, friend from school, relative or even someone you met once or casually know), you must say this also.
- Note how Broad the rules are on "If you know" the person, This is taken VERY seriously.
4-
You may not post any feedback that may be misleading.
- Both feedback are Very misleading to an outside buyer, Both appear as if they were shipping items when they were meeting locally.
You've got at least 3 out of 4 covered...Feedback fraud is and always has been an immediate permanant-ban.
