The shooting occurred at about 1 p.m. near Roberts Point Drive off Stoneybrook West Parkway, east of state Road 535.
The woman was taken to a nearby hospital. Her condition is not known.
Winter Garden police said two people are in custody, but a search is under way for more possible suspects. The shooting suspects were armed with assault rifles, police said.
Local 6 News helicopter Sky 6 showed numerous police cars and fire rescue trucks in a subdivision with several lots under construction.
Lockdowns at West Orange High School and Lake Whitney Elementary School were lifted Tuesday afternoon.
