According to TSA there is really no rule for it, but I'm about to fly to vegas and will be checking it in. However there are rules for markers and tanks and they have to be empty and as a check-in.
Brought 4 cases and put them in a box, checked them in and no problems. They asked what it was, I said paintballs, they checked and thought they were markers, sealed it again and away in the cargo it went.

I had a flight with southwest, on there you're allowed to check in 2 50lb. Boxes that measure 62 or I think 64cu. I put 3 cases (each case of 2000 balls weigh about 15lbs.) in a box. Around the 3 cases it was cushioned with crumpled plastic bags. - had a case by itself inside my suitcase (with clothes). I got to my destination and went ballin and not a single ball was broken.
