Not really. At all. What happens if you cut off the knob & the remaining plug gets turned somehow? Won't be able to turn it back w/ no knob. Plus those stock on/offs can be touchy because of the funky side o-ring on em, one of the reasons people buy flow plugs to begin with.

He could dremel it flat, then dremel a notch into it that a flathead screwdriver would fit in.
And even if he did go to the trouble of doing that, while it may look somewhat like a Continuous Flow Plug, it wouldn't actually have the benefits of one. The CFP entirely eliminates the marker mounted on/off - and the problems that people sometimes have with them; it doesn't just hide the on/off and leave the possibility of problems still occuring with it.
