honestly, if you dont drive like an idiot you wont get pulled over for HID's. I ride with a friend of mine that has them in halogen housings and he aimed them down a good bit. he rarely gets the finger or people flashing brights at him. never once been pulled over at night.
but to answer your question OP. HID's are what you are talking about. they range from like 3k-12k i think. 6k is basically white, 8k is kind of blue. other than that idk about the colors.

6K is the perfect temp IMO. 8K is fine too, but going over 8k starts defeating the point of HID's, not to mention it looks retarded.

the kit comes with everything you need but id suggest getting sliverstars rather than HID's.
