yes it will do the same BPS as spires/rotors 1/3rd the price. I just got back into paintball pretty recently and am going through the process of upgrading all my old gear. I still haven't upgraded my hopper so I have been using a 2006 HALO B hopper on my new gun. I have the gun set to 15 BPS ramping and the hopper can keep up/surpass the speed I can shoot paintballs to the PSP limit. even did a full hopper shooting as fast as I could without stopping and it never stuttered or jammed/couldn't keep up

Definitely! I'm using an old Reloader b over current hoppers right now...loader stays with my LV1 all day long without missing a beat...if only the had nylon shells with a nice toolless design...I doubt I would ever buy another loader ever again.
If you do go that route maybe look into snagging yourself a critical delrin feedcone or a shocktech hot rod kit...both are nicely priced on www.ansgear.com
Then the damn thing is more or less bulletproof!

The question should not be "can it keep up?" Of course it can keep up, it was the flagship loader in the speed war days. It can likely feed considerably faster than anything being manufactured today.

The Halo will be harder on paint, more complex and tougher to disassemble, and much heavier than something like a Spire. If that's worth the savings to you then yes, it's worth it. If it's not, it's not. Your question is purely subjective.

Great hopper.
If you think that programming it is a bit complicated, just don't reprogram it, the default setting are fine.
