Because it would be a huge inconvenience to those who frequent the B/S/T forum the most. People use PAYPAL for it's convenience but it's not the only method of payment. Some people send cash, others use Money Orders. And this is where PBNation's Feedback system comes into play. If we make a rule against "gifting payments" than we might as well require all payments sent via mail to be insured. Granted, PAYPAL's Buyer Protection Program is probably the best perk that comes with using PAYPAL and can be very beneficial for large payment transactions. But there is also a certain caliber of competence that these top feedback users have, the guys who use the BST forum the most, and they don't want to deal with the hassle of negotiating paypal fees and what not. Besides, in almost all of the threads in B/S/T, the rules will mention that buyers either gift payment or eat PAYPAL fees.
