When you have heard nothing but 12.5bps for 3 years you can easily discern a gun that is shooting 13.5bps, but generally they do not pull you during the game unless it's very obvious.
PSP mode and rate of fire mode are not the same thing, today's boards are capable of shooting in PSP mode anywhere from 20bps to 8bps, and some gun boards are just plain wrong when it comes to ROF settings.
A radar chrono can miss shots or if the hopper was nearly empty the gun may not shoot it's highest possible ROF each of which can give 3 different readings, that is probably why they checked it 3 times.
