Air doesn't leak through metal so clearly you're missing a critical oring. If the leak stops when the reg is zero'd out, the reg is probably working just fine.

It's also possible your noid has something stuck in it; I suggest you have a tech take apart the noid and clean it out (and yes, there is a return spring on the back of the spool)
Also note, the marker will leak slightly until it's at it's operating pressure. Dry fire the marker while increasing the pressure; it should seal up and cycle properly when it's at the right operating pressure.
