Like the man said, play in APPA tournaments.
When you go to the APPA site you'll see all the different tournament series that fall under their ranking system.
To play in one of these tournys you need to register for that tournament as a member of a team. If you are not a member of a team you may be able to find a team that is looking for a player to jump on with them just for that one tournament but usually there are looking for someone with at least their level of experience. I take it from your question you don't have much tourny experience so you really should first try to get on a team or maybe start one with some friends.
As far as your ranking goes, you can start off playing at any level you want but you really want to start playing in a d5 or d4 division. The reason is that if you start in a d2 roster your APPA score will be so high that you will not be allowed to play anything but d3 or above but if your score is d4 then you are still eligible to play any level you want. You can always play above your ranking but you can only play one level below your ranking and the higher division you play in the faster your ranking score increases.
Good luck
