The new law doesn't affect off-contract phones or phones manufactured prior to the law going into effect.

Will this work with a phone in contract? I know it's a silly question. I have AT&T only cause my dad goes overseas a lot, and I hate how he has to pay a lot for my phone, when I could use a cheaper service.
