i have a v2 victory with a virtue oled, and 4c eyes.
my problem its the eyes read the balls 1 and 2 show up on the oled and then when the trigger is pulled the board reads eye malfunction. wont cycle past 11.9, eyes off cycles 12.5bps.

have a new 9v and eye wire.
eyes are clean.

Check all your connections again. Pull the plugs from the board and eyes and plug them back in. Check for loose wires, that sort of thing.
If that doesn't work I would consider seeing if you can borrow another board for testing purposes and then going form there. It may be the board itself but that should be a last resort kind of thing.
Also you can do the camera trick on the eyes, since I assume you don't have the laser eyes. Take a digital camera or the camera on your phone and look down your feedneck with the eyes on. Check for a purplish light, you may need to be a low light room to see it. Pull the trigger a few times as well to see if the eyes flash. If you see that light that means the sender eye is working. The IR light doesn't show up properly on digital cameras and comes out purple so it's a good way to see if your eyes work. I've done it several times.

did that, check everything and used another board, did your camera thing and didn't see any color in the breach, so sweet i need new eyes.

Do you have paint on the eye boards by any chance? Perhaps some rubbing alcohol and a qtip will help.
