Since you did not say where the leak is coming from on the lpr, I would take it out and replace all the orings. The outer ones, on the piston, the small one the piston goes thru and the adjuster oring. Also check the seat in the adjuster for damage/wear since you have it out.

Did you take out the wrong screw when you wanted to take out the LPR set screw? One is an air seal screw. One is a set screw to lock the LPR in. Double check. If you took the air path screw out, then it's probably leaking.

If you didn't then it's possible you have a cut oring on the outside of the LPR and it's rolling over. This can cause the LPR to seize up rather than come out smooth. Remove the adjuster screw, then find another random long screw that will fit into the adjuster screw hole. Use that as a handle to tug the LPR out. Make sure you use something with similar threads...don't just jam any old screw in there.

Hmm then something is still locking it in there. Look down inside the hole where the set screw goes and rotate the LPR. Is there a piece of mushed metal in there from the screw possibly?

There was threading tape in there but i got it out. Like i cn move it back nd forth just a little bit you cn feel it stopping and getting caught on something.

Hmmmm this is a long shot but.....is the other air passage screw in too far? Maybe it's somehow holding the LPR in the same way the set screw would. The previous owner may have messed it up. Check to see if it's loose. That may explain the threading tape inside the LPR area.
