tl;dr: $30/tank for the testing + $15/tank for me to drive it there and back safely. Meet me near 95070 tonight with $30/tank and your tank(s). Meet me again tomorrow with $15/tank to get your tank back and hydro'd. If for whatever reason I was unable to hydro your tank, I will refund your money 100%.
I am bringing my paintball tank to livermore tomorrow to have it re-hydroed (sp?) by coast fire equipment tomorrow morning. I know its short notice, but I figured that I would post here in case any of you need to have your paintball tanks rehydro'd as well, so I can just bring them all up there in one trip. Since my tank is a 4500psi, I think they will be able to test both 3000 and 4500 psi tanks. They also said that size doesn't matter (it's how you use it, right?). This is the exact same ad I have on craigslist.

I am from the 95070 area, so around there would be the ideal place to pick up/drop off your tank.
I've never actually used coast fire equipment's service before, but my experience from calling them to set up the testing tomorrow has been very good so far. They're also the only ones to do in-house testing. This is also the first time I'm offering this service so we'll have to work this out together. I figured the best way to do it is for you to meet me today to give me your tank(s) and $30 per tank. After getting it hydro'd tomorrow morning, I have class until around 5:30pm. After that, I'll send out a message and you can come pick up your tank in exchange for $15 per tank. I'm open to lowering the price per tank if you have multiple.
$30 per tank is just for the testing. Between the time and gas spent getting up to livermore and back, $15 is a pretty decent price to pay for the convenience. I also may lower the price per tank if enough people take me up on this.
