Talking to lots of cops and sheriffs, from what I understand, essentially 9mm wasn't getting the job done reliably at the time (80's), 10mm was a little too much recoil (****ing canon), and most .45's were too big in the grip for various sized officers to get any real capacity out of it, and a double stack is a little big for most female officers hands. No cop wants to walk around with 7-8 rounds, when they can carry 2x more in .40.
.40 S&W really came about for the FBI when their experiment with 10mm didn't go as hoped. 9mm had proven itself to not be the fight stopper in some of the older ammo packages they had as proven in the Miami Shootout, in 1986. Most common .45s of the day were single stack and only 7 or 8 rounds. .40 was a good balance and became a proven performer when all things were considered.
40 seemed like the ultimate best of all worlds, but if you talk to pretty much any cop, they all want to go to .45's. A LOT of them are around here already.
It seems to be coming around that .45 still is the best and if you don't go big, modern hi cap 9mm will do well and is easy to put on target for everyone.
