Leaving HPA tank at 3000 PSI bad for tank?

Should I worry about damage to my tank if I leave it at this pressure.
If it's not an issue, how long is long, time speaking, for a tank to have this much pressure in it and have it not effect anything?

It'll be fine unless you're talking about a year or more.. then you should drain it to 1-200 Pei to keep moisture and dust out.. the only reason you'd drain it for super long term storage is so you don't wear down the spring from constant pressure for a long time

There is no reason not to have a HPA tank full. Keep it as full as you can. Won't hurt it one bit.

The tanks lifespan decreases as you bring it from max pressure to minimum pressure.. just the same way a spring wears out not by sitting in a compressed state but by going from compressed to uncompressed. Your tank will live all 15 years of its total life span with zero issues if you leave it at 4500 PSI that entire time. Won't matter.

I left 3k pressure in my crossfire tank for over 3 years got it rehydro'd recently and works great

I've never left air in my tanks for years, but I have left them full for months and never had a problem.
