How long have you been playing? Used Phantoms are cheap so my answer would be both.

I could get a used one for like $180 which would make it possible for me to keep both.

Pump is fun, but it's harder. There's a learning curve. What do you play most of the time? If you're on an xball field, the curve is going to be quite steep. A more relaxed game, it's still a challenge for a bit, but it will be less so.
You'll shoot less paint, you'll have to move more, and you'll either get really good at snap-shooting, or you won't score many kills. Most likely, first it'll be the latter, than the former if you stick with it. If you can afford it, grab the Phantom.

I am about to try to get one that would make it for me to be able to keep my pump.

Rubbish. There's no reason to limit yourself to one style of marker and one style only. I say you should have at least one of every type. Mechanical semi, electro, stock class pump, open class pump, etc.
To threadstarter: You haven't given us any information about yourself as a player, why you are thinking about getting a pump gun, what you want to accomplish, etc. We have no idea what to recommend. That said, I'd go with something other than a Phantom as your first pump gun -- I've had/tried just about every kind of pump gun out there and Phantoms are far from my favorite. I'd much rather shoot my Trilogy pump than a Phantom, which is way, WAY cheaper.

Keep the pump hand strong

Pick for yourself.
Not that it matters, but I've been playing pump 99% of the time for 10 years.

I am thinking I am going to keep my Mini and just get a cheaper pump to use and get use to playing pump when I am not using my Mini.
