As per the DOT regs, it is a 5-year hydro. Page 3, section 7, part b:
"b. TESTING: Cylinders retested prior to May 11, 2001 must be retested within 36 months of the retest date marked on the cylinder. Cylinders retested on or after May 11, 2001 must be reinspected and hydrostatically retested at least once every five years. Testing must be performed in accordance with § 180.205, tested to 5/3 of the marked service pressure, and the latest edition of CGA pamphlet C-6.2 "Guidelines for Visual Inspection and Re-qualification of Fiber Reinforced High Pressure Cylinders", except as specifically noted herein:....."
DOT Regs for that specific tank manufacturer
With the "born on" date of 8 / 2007 - that tank will need a rehydro by August 2012.

Hi, first of all, I am new at this, any info will be appreciated.
Hi, I saw a tank on eBay that I am interested in buying but I don't understand the label and not sure what the status is, the current owner told me it holds and works perfect, but that is not enough information to me, the number t reads on the label is

Can you post a picture of the label? I ask because there seems to be a possible conflict of data you have posted.
The DOT number is easy - it is a special permit issued by the US govt. to the maker of the cylinder (not necessarily the name on the tank or reg but the actual company who made the cylinder). Each cylinder manufacturer has their own unique DOT number. In your example, DOT E-10915 is for the maker Luxfer.
Now here it the possible conflicting part - you have typed "2008 LUXFER" but also have a number on the next line of "6-97". All cylinders have a date when the clyinder was made and this date is typically expressed as the month as a two didget number and the year as a two didget number. There is typically some symbol between the month and year. I asked for a pic because the "6-97" you have posted could possible be that manufacturer date (also known as the born on date). This is important because carbon fiber tanks have a lifespan of 15 years. If that "6-97" is the born on date, that puts the end date of the tank at June of this year - 06/1997 + 15 years = 06/2012. The end result is that tank is only good for the next 35 days from this post.

Thanks for the pictures. Unfortunately, as I suspected, the born-on date is indeed June 1997. With a service lifespan of 15 years, that means that the end date for that tank is through May 2012. Also, as Frank808 stated above, even to legally have it filled, it would need a current hydrostatic test label on it. It is hard to tell from the picture but that white circular label/sticker on it may be a hydro test label. However, at the current age of the tank, it should have 2 hydro labels on it if it was used continuously. If it is out of hydro, it would need a hydro test performed on it (~$25-$40) but do keep in mind that even if you do get it hydro tested (or it is current), the end lifespan is still through the end of May 2012.
On a side note, I am assuming you are looking at this tank to use it as a bulk tank to fill paintball tank(s). That tank is an 88 cubic feet SCBA tank and you would need additional hardware to be able to fill paintball tank(s).
Hope this helps some. Personally, I would not purchase that tank since the end of life is only a month away and it might need a fresh hydro to even have it filled.

Right after the M4625 number, you will see "04" and a weird C looking symbol and "12"
That means your tank was born on 04/12. Dont get much fresher than that

Thanks Rob. The tank is Ninja, with your Adj Ninja Pro regulator.
I replaced my Inline Maxflo with Ninja, and realized that my Dye Rhino cover from my 68/4500. Maxflo doesn't fit my Ninja. The Ninja is one inch shorter, or more.. I was pleasantly surprised.

3000 psi tanks are generally 3-years. Your 3000 tank is overdue for a hydro, it was due by August 2012 so it needs to be retested.
Your 4500 psi tank needs to be retested this year on or before September 2013. It is a 5-year cylinder.
